REC Certification Process

To apply for renewable energy source eligibility, please submit one (1) original and two (2) paper copies and an electronic copy of the completed application and cover letter to:

Send the electronic version of the completed application, attachments, and the cover letter to executive.director@puc.nh.gov. The cover letter must include complete contact information and identify the class for which the applicant seeks eligibility. Pursuant to Puc 2500, the Commission is required to render a decision on an application within 45 days upon receiving a complete application. Renewable Energy Facility Eligibility Applications

Renewable Energy Faclility Eligibility for Sources with a Capacity of 100 Kilowatts or Less

The application for sources with a nameplate capacity of 100 kilowatts or less must meet the requirement set forth in RSA 362-F:4 and include the information requirements established in Puc 2505.02 (a) and Puc 2505.02 (b).   

Please note that the NEPOOL GIS requires a GIS facility code number for Renewable Energy Certificates to be credited.

Renewable Energy Facility Eligibility for Sources with a Capacity of Greater than 100 Kilowatts

The application for sources with a nameplate capacity of greater than 100 kilowatts must demonstrate that the source is eligible in accordance with RSA 362-F:4 and include all information pursuant to Puc 2505.02 (a) and Puc 2505.02 (c).

Independent Monitors

Puc 2506 requires that gross output from customer-sited sources be verified and reported by independent monitors.  New Hampshire based owners must purchase a revenue quality meter to record the gross output and either retain the services of an independent monitor directly or, if participating in an aggregation, through an aggregator.
