New Hampshire State Charges:

  • Renewable Portfolio Standard: Purchases of energy certificates associated with solar, wind, hydro, and biomass energy generation. These are included in the energy default service rate.
  • Revenue Decoupling charges for Liberty and Unitil and Lost Base Revenue charges for Eversource which pay the utilities for any energy efficiency savings achieved. Revenue decoupling is included in the ERAM rate for liberty and the RDAF rate for Until. Lost base revenue is included in the RRA for Eversource
  • System Benefits Charges: Costs for the Energy Efficiency and Electric Assistance Programs. These are found on the bill directly as the sbc rate for all utilities.
  • Stranded costs: Costs charged to ratepayers when electric utilities will not recover policy-driven costs, such as infrastructure deemed redundant upon the divestiture of vertically integrated monopolies, Net Metering, and Regional Green House Gas (RGGI) costs.  These are found directly on the bill as the stranded cost rate.
