NH Site Evaluation Committee

Various authorities and functions of New Hampshire Site Evaluation Committee (SEC).

The New Hampshire Site Evaluation Committee (SEC) was established by the legislature for the review, approval, monitoring and enforcement of compliance in the planning, siting, construction and operation of energy facilities.

The Site Evaluation Committee is responsible for issuing certificates to energy facilities such as natural gas pipelines and certain electric generating and transmission facilities. The Committee is also authorized to impose terms and conditions upon such certificates and to monitor the construction and operation of the certificated facilities.

The NH SEC may: 

  • Receive proposals or permit requests. 
  • Determine the completeness of elements required for such agency's permitting or other programs, or report on such issues to the committee.
  • Review proposals or permit requests and submit recommended draft permit terms and conditions to the committee.
  • Identify issues of concern on the proposal or permit request and notify the committee. When issues of concern are identified by the agency or committee, the NH SEC may designates one or more witnesses to appear before the committee at a hearing to provide input and answer questions of parties and committee members.
