Various authorities and functions of NH Department of Energy (NH DOE)

The New Hampshire Department of Energy was established effective July 1, 2021. It was created by the NH legislature to promote and coordinate energy policies and programs in the state. The Public Utilities Commission, Site Evaluation Committee, Office of Consumer Advocate, and the Energy Efficiency & Sustainable Energy Board are administratively attached.

  • The Sustainable Energy Division assists the Department in implementing specific state legislative initiatives relating to renewable energy, manages the Renewable Energy Fund (REF), and administers the Renewable Portfolio Standard (RPS) law.

  • The New Hampshire Department of Energy Division of Enforcement primarily provides support to other divisions within the Department of Energy and externally to other state agencies in subject matters of:
  • Underground Damage Prevention, Pipeline Safety, Electrical Safety, Emergency Preparedness, Physical and Cyber Security, Geographic Information Systems, Audit and Investigation. the Division of Enforcement to utilize the existing safety related rules found in the applicable Administrative Rules known as Puc 300, 400, 500, 600, 700, 800, 1300, and 1400 rules.

  • The newly formed DOE manages the planning and policy functions of the PUC to progress productivity and condense repetitive workings.
  • The Department of Energy (an independent agency) contributes to PUC proceedings, on behalf of the welfares of the State including consumer protection, policy-making purposes, safety, and regulatory analysis. The DOE peruses to improve public policy results that progress outcomes for energy consumers.
