In 2019, the General Court passed Senate Bill 165 requiring the Commission to report on the costs and benefits of Low-Moderate Income (LMI) Community Solar no later than June 1, 2020. The report that follows describes proposed projects as well as the annual costs and benefits of the three projects that were operational in 2019.
