DE 98-102 TEL-SAVE, INC. Complaint Regarding Bell Atlantic Treatment of PIC Freeze Changes Order Amending Procedural Schedule O R D E R N O. 23,028 September 22, 1998
By Order No. 22,972, the New Hampshire Public Utilities Commission (Commission) approved a procedural schedule for this case, including a prehearing conference and technical session for July 27, 1998. At the prehearing conference and technical session Tel-Save, Inc. (Tel-Save), New England Telephone & Telegraph Company (Bell Atlantic), the Office of the Consumer Advocate (OCA), and the Commission Staff (Staff) agreed that no hearings are necessary for resolution of the issue presented and also agreed to a modification of the procedural schedule. As a result of consultation after the prehearing conference, the Parties and Staff agreed to modify the procedural schedule slightly. The modification establishes a date by which Tel-Save is to file a supplement to its original complaint, proposing alternate methods by which customers can "un-freeze" their Primary Interexchange Carrier (PIC) choice. After the supplemental filing, all parties, including the ILECs which are made mandatory parties to this docket, and Staff will meet in technical session. The proposed modified procedural schedule, which we find reasonable, consists of the following: Tel-Save Supplemental Filing October 5, 1998 Technical Session October 15, 1998 Bell Atlantic, Staff, ILECs, and OCA Written Comments November 5, 1998 Tel-Save Responsive Comments November 16, 1998 Commission Order December 11, 1998 In order to obtain the perspective of all New Hampshire local exchange carriers (LECs)on the issue presented here, the Commission will make all New Hampshire LECs mandatory parties to this docket. By Secretarial letter, we will inform the LECs of their status and encourage their participation in the October 15th technical session. Based upon the foregoing, it is hereby ORDERED, that the procedural schedule set forth above is APPROVED; and it is FURTHER ORDERED, that all New Hampshire local exchange carriers are mandatory parties to this docket.
