    1. Build a new home with any provision at all for fossil fuel (Oil, Natural Gas, Propane, Kerosene) or Electric Heat.
    2. Construct a commercial structure under 4000 square feet.
    3. Plan to spend more than 50% of the current value of the structure to renovate that structure.
    4. Winterize a seasonal home or part of an existing structure, such as finishing a room over a garage.
    5. Construct an addition with more than 150 square feet of total floor space.
